                             SUMMARY

                        A BILL FOR AN ACT
Relating to pay phone operations.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this Act is added to and made a
part of ORS chapter 759. + }
  SECTION 2.  { + (1) Rates for the operation of public pay
phones, when the pay phone customer uses a dial around number,
must include dial around compensation for the public pay phone
provider. Public pay phone providers may bill long distance
carriers on a per call basis in an amount equal to the current
pay phone rate for a local call when eight or more intrastate
dial around calls are made within a calendar month from a
provider's phone. Billing shall commence on the eighth call and
shall not include the first seven calls. Calls shall be measured
on a phone-by-phone basis.
  (2) As used in this section:
  (a) 'Dial around' means any long distance telephone service
that is accessed by a toll-free telephone number for the primary
purpose of providing long distance telephone services. 'Dial
around' does not include collect calls or toll-free telephone
numbers used for purposes other than providing dial around long
distance services.
  (b) 'Long distance carrier' means any interexchange carrier
that offers long distance telephone services through a toll-free
access number and includes any company that offers long distance
services through the sale of prepaid debit cards. + }
