                             SUMMARY

  Rescinds petition to Congress (Senate Joint Memorial 2 1977) to
call constitutional convention.

                      CONCURRENT RESOLUTION
To the President of the United States and to the Senate and House
  of Representatives of the United States of America, in Congress
  assembled:
  We, the Sixty-eighth Legislative Assembly of the State of
Oregon, in legislative session assembled, respectfully represent
as follows:
  Whereas in Senate Joint Memorial 2 of the 1977 Regular Session
of the Oregon Legislative Assembly, the Assembly petitioned
Congress to call a constitutional convention in accordance with
Article V of the Constitution of the United States to propose an
amendment to the Constitution to require a balanced federal
budget; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  (1) The Oregon Legislative Assembly rescinds Senate Joint
Memorial 2 of the 1977 Regular Session of the Oregon Legislative
Assembly which petitions the Congress of the United States to
call a constitutional convention to propose an amendment to the
Constitution of the United States to require a balanced federal
budget and withdraws the petition contained within that joint
memorial.
  (2) Copies of this resolution shall be sent to the President of
the United States of America, to the President of the Senate of
the United States of America, to the Speaker of the House of
Representatives of the United States of America, to each member
of the Oregon Congressional Delegation, to each Governor of each
state in the United States of America, and to the presiding
officers of each legislative body in the United States of
America.
