Lily Morgan is a Grants Pass native who holds a Bachelor's in Sociology, with minors in Geography and Russian from Seattle Pacific University and a Master's in Management from Southern Oregon University. Lily is a member of the national leadership honor society, Omicron Delta Kappa.

Lily began her career working at her college in campus security and conference services. After graduation, she worked in marketing at an insurance brokerage in Seattle. Lily wanted to be near her family and returned to Grants Pass in 2000, when she began working for the City of Grants Pass as a 911 Dispatcher. During that time, Lily volunteered with the Josephine County Sheriff's Office as a reserve deputy, rising to the rank of Reserve Sergeant. In 2005, Lily went to work as an adult parole and probation officer. She also worked in the sheriff's dispatch center. In April 2014, Lily was promoted to Parole and Probation Program Supervisor.

Lily was elected to the Grants Pass City Council in March 2010. She was re-elected and served until November 2015. She was chosen by her peers to represent them as Council President in 2012 and 2013.

In November 2016, Lily was elected to the Josephine County Board of Commissioners. She is board liaison to Emergency Management, Juvenile Justice, Public Health, Property Management, the elected offices of Treasurer, District Attorney and Clerk, as well as the Local Public Safety Coordinating Council, the Local Alcohol, Drug, Prevention Commission and the Mental Health Advisory Panel. Lily has served as Co-Chair of the Public Safety committee for the Association of Oregon Counties (AOC). She also serves on the AOC Board, Budget and Legislative Committees. She has been appointed as Vice Chair of the Technology and Telecommunication and Resilient Counties committees with the National Association of Counties (NACo).

Lily graduated from the AOC/OSU Extension County College, the NACo Professional Development Academy Leadership program and completed the Ford Institute Leadership Program. She was a founding board member of the Grants Pass Sobering Center and a former board member of the Reaching Our Community food pantry. She is a Rotarian and graduate of the Rotary Leadership Institute. Lily is a volunteer with the Royal Family Kids Camp and Mentoring Club. Lily enjoys being a musician, reading and spending time with family and her short-legged Jack Russell Terriers. ​
