Co-Chairs: Representative Pam Marsh, House District 5, and Representative Diego Hernandez, House District 47

During the 2017 session, the Senate and House environment committees held a series of joint meetings to hear from experts regarding state and regional cap-and-invest policies and programs. This led to the introduction of the Clean Energy Jobs bill, Senate Bill 1070, at the end of the session. It is now time for more detailed work on individual components of an Oregon program. The Environmental Justice and Just Transition Work Group was created to review and make recommendations on specific components of a cap-and-invest program for Oregon. Work group recommendations and outcomes will be reported to a joint meeting of the Senate and House environment committees in later November.

Work Group Charge:

Discuss the impacts and potential opportunities for impacted communities and how to ensure a just transition under a cap-and-invest model.

Policy Questions to Answer:

  1. How do we identify/define impacted individuals and communities?
  2. Are there specific investment opportunities that will benefit those impacted?
  3. Are there specific investment opportunities to benefit a just transition for workers?
  4. How should decision making be structured to ensure access and transparency?

All meetings will be held in Hearing Room 50, State Capitol.
