Career:

Representative Mannix is a practicing business law attorney in Salem and owns the Mannix Law Firm which he established in 1986 representing individuals, non-profits, and businesses. He has served in a broad variety of elected positions in his life including  law clerk to the Oregon Court of Appeals, Assistant Attorney General for Oregon, Assistant Attorney General for the U. S. Territory of Guam, and an Administrative Law Judge for Oregon.​

He was first elected to the House of Representatives in 1989 representing House District 32 which included parts of North and South Salem until the redistricting in 2022. He served five terms (ten years) in state office, the House of Representatives from 1989-1997, a partial term in the Senate by appointment until 1999 and returned to the House in 1999 until 2001.

Stepping away from the political limelight Representative Mannix took a 20-year gap to spend time investing in his family and building his private law practice. In 2022, he chose to re-enter the political arena and returned to the Capitol in 2023 as State Representative for House District 21. Though he continued living in the same home, redistricting shifted his constituency, adding Keizer to his district and removing South Salem.

Legislative Successes:

During his legislative service, Representative Mannix has chief sponsored more successful legislation than any other legislator in Oregon history. His legislative accomplishments include authoring and modernizing Oregon's Anti-Stalking Law, establishing the Tax Court Magistrate Division, advancing Estate Tax relief for family-owned farms, authoring major workers' compensation reforms, recriminalizing hard drugs in Oregon, and the passage of a host of anti-crime legislation. ​Click here to view the Bills page for a comprehensive list of these different accomplishments.

Representative Mannix also sits as President of the Willamette Intermodal Group, a managing member of Oregon Independence Railroad, and Director of the Oregon Shipping Group, which supports transportation throughout Oregon. While he is not working in these various capacities Representative Mannix serves as president of the Salem Catholic Schools Foundation, a member of the East Salem Rotary Club, and board member of Blanchet Catholic School, which he helped found in 1995.

Personal Life:

Growing up with a father serving in the Foreign Services Representative Mannix spent the majority of his childhood in Latin America living in Ecuador, Bolivia, and Panama. When he first arrived in Quito, Ecuador, at the age of five, he was placed in first grade at a Catholic school, with all classes in Spanish. He remained at this school completely immersed in the Spanish language until grade 4. Through this experience he developed a great sense for Latin American culture and conversational fluency in Spanish. ​ ​​​​​

​Representative Mannix is a proud father of three children and grandfather to six. He and his wife, Susanna, were married in June 1974, shortly after graduating from the University of Virginia—Susanna with a Bachelor of Science in Nursing, and Kevin with a Bachelor of Arts in Liberal Arts followed by a Juris Doctor degree. As children of foreign service families, neither had a permanent home state, so after their wedding, they researched all 50 and chose Oregon to be their new home. They honeymooned here shortly after their wedding and have lived in Salem ever since. In 2024, they celebrated their 50th wedding anniversary and look forward to many more years together. Susanna continues to work as a nurse at Salem Hospital—a condition she made clear when Kevin proposed back in 1974.​
