 Steps to Register to Testify and Submit Testimony Online

Register to Testify


1. Open the Oregon Legislative Information System (OLIS)

2. Testify on a Bill: 

  • Click the bill icon.
  • Enter the ​​​bill number.
  • Select “Register to Testify” on ​the ribbon at the top of the page.

3. Testify on a Topic or Executive Appointment: 

  • Click the committee icon.
  • Choose the committee. 
  • Select the meeting date to view the agenda. 
  • Click “Register to Testify” next to the appointee or topic. 

4. Fill out and Submit the Public Testimony​​ Registration Form:​​

  • Follow the instructions on the form (click (+) to access instructions). 
  • Submit the form.
5. ​Email Confirmation:​
  • You’ll receive a confirmation email with details to join the meeting by MS Teams or phone. 
  • Do not share your MS Teams link.

Steps to Submit Testimony

  • Enter the bill number.
  • Select “Submit Testimony” on the ribbon at the top of the page.
3. Testimony on a Topic or Executive Appointment: 
  • Click the committee icon.
  • Choose the committee.
  • Select “Click to Submit Testimony” in the Staff Section. 
4. Fill out and Submit the Written Testimony Submission Form

How to Register to Testify

You can register to speak to a committee on a bill, topic, or executive appointment scheduled for a public hearing. Testimony may be given in person at the State Capitol or remotely on Microsoft (MS) Teams or by phone. Advance registration is required. The online registration system opens when the public hearing is scheduled and closes 30 minutes before the meeting begins. 

To Register:
   1. Fill out the online registration form (see sidebar); or
   2. Call 1-833-588-4500. 

Important Information:
  • Your email address and phone number are required for administrative purposes only and will not appear on the Oregon Legislative Information System (OLIS). 
  • If testifying by phone, your phone number will be visible on the committee meeting livestream.

Committee meetings are sometimes rescheduled or canceled. Sign up for Capitol e-subscribe to receive email updates on bills or committee agendas.

You can submit written testimony online for a bill, executive appointment, or topic scheduled for a public hearing. The online system becomes available when a public hearing is scheduled. Testimony must be submitted within 48 hours after the committee meeting start time. ​

If you are not able to submit your testimony during this open window, you may email your testimony directly to your legislator or committee members.

Important Information: Written testimony is public information and will be posted on the Oregon Legislative Information System (OLIS) website. Personal information in written testimony and in the submission form (except email addresses) is posted to OLIS and searchable on all major search engines, including Google, Bing, and Yahoo. DO NOT include any personal information that you do not want made public, such as your address, phone number, or health history.

​Puede registrarse para hablar con un comité sobre un proyecto de ley, tema o nombramiento ejecutivo programado para audiencia pública. El testimonio se puede dar en persona en el Capitolio Estatal o de forma remota en Microsoft (MS) Teams o por teléfono. Se requiere la registración previa. El sistema de registración en línea se abre cuando se programa la audiencia pública y se cierra 30 minutos antes que la reunión empiece.  

Para registrarse:

Información importante:

Puede presentar testimonio escrito en línea acerca de un proyecto de ley, nombramiento ejecutivo, o tema programado para una audiencia pública. El sistema en línea llega a ser disponible cuando se programa una audiencia pública. Se requiere que el testimonio sea presentado dentro de 48 horas a partir de la hora de inicio de la reunión del comité.  

Si no puede presentar su testimonio durante este plazo abierto, puede enviar su testimonio directamente a su legislador(a) o a los miembros del comité por correo electrónico.
