I'm honored to represent Springfield, District 12, in the 79th Oregon Legislative Session. The 2017 session is my fifth as your elected representative. I have a long history of living and serving in my district and look forward to continuing to work on behalf of my constituents here in Salem.
Addressing the budget shortfalls in programs specifically funded by the General and Lottery Funds and finding solutions to increasing funding for our transportation system i.e. gas taxes, license and registration fees, are major focuses for Legislators and stakeholders throughout the state. Both the Governor's recommended budget and the budget framework provided by the Co-Chairs of the Joint Ways and Means Committee for the 2017 – 2019 biennium, show expenditures exceeding projected revenues, hence a budget deficit. The Oregon constitution requires the Legislature to balance the budget so some combination of expenditure reductions and new revenue will be needed before any final action. Careful analysis and discussions amongst all legislators and stakeholders this session is needed to adopt a budget that is balanced and supports our most critical priorities.
New for me this session is serving on the Ways and Means Subcommittee on Education where we will review and recommend budgets for the education portion of the total state budget. In addition, I am chair of a new Committee on Early Childhood and Family Supports focused on a wide range of programs that help support children 0 – 5 years old in being ready to learn when they enter kindergarten. In this area, as is the case in all areas of education, adequate funding is not available to serve all children who qualify for help. The research clearly indicates that the more we can do to support children ages 0 – 5 and their families, the more likely they are to reach important educational benchmarks as they receive schooling in K -12 and beyond.
I also serve as a member of the Joint Committee on Transportation, Preservation and Modernization. The charge for the Committee is to reach recommendations for consideration by the House, Senate and Governor on how to increase needed funding to invest in the improvements needed throughout the state for our highway and bridge system, our transit services and all other modes of transportation.
