Every Oregonian deserves to live in a community where they can thrive—where homes are affordable and resilient, schools are strong, and healthcare is accessible. In this legislative session, Oregon Democrats are focused on delivering results for working families by strengthening education, healthcare, housing, and transportation systems. We commit to ensuring safe, thriving communities and defending against attacks on our most vulnerable neighbors because Oregon’s government should be accountable to the people. 


Rooted in the principles of racial, economic, disability, and gender justice, Representative Valderrama’s legislative agenda, Delivering for Oregon: Thriving Families, Safe Communities, Stronger Schools, is focused on delivering meaningful results for all Oregonians, including:

  • Thriving families with access to affordable homes and prescriptions;

  • Essential services for elders, low-income families, and people with disabilities;  

  • Successful businesses with fair wages and safe workplaces for workers;

  • Resilient housing and transportation infrastructure to tackle our homelessness crisis and improve transportation safety;

  • Quality education, especially for foster youth and Black and Brown communities;

  • Safe, welcoming neighborhoods for immigrants, refugees, and LGBTQ+ individuals; and

  • Ensuring every Oregonian has a voice in our democracy.


These priorities reflect our vision of an Oregon where everyone can succeed, no matter who they are or where they live.


Note: If there is no bill number preceding the description of one of my priorities, it means that the bill is either still in the process of being filed or that there have been several bills introduced working on the broader issue area (i.e. transportation) and will eventually be converted into a policy package.  I will continue to update my legislative webpage as more information becomes available.

Oregonians who are struggling should never be left behind. We are working to strengthen essential food benefits and social services to support our elders, low-income families, and people with disabilities. We will also improve child welfare, addiction recovery, and behavioral health services, ensuring that every Oregonian has the tools they need to thrive. Investing in these critical areas creates a stronger, more equitable safety net for all.


HB 2995 Reparations as a Solution to Racism Establishes a task force to study financial and non-financial reparations for Oregonians of African-American descent.

SB 597 Oral Health Care Coordination in Schools.  This bill establishes a grant program for standing up a dental sealant program for students in public schools.  Cavities are the most common childhood chronic disease among children under 19 years old in the United States. School Dental Sealant Programs can significantly reduce the number of cavities in children.

HB 2998 Screen for Racial Trauma Directs the Oregon Health Authority to require certain mental health professionals to screen for racial trauma during an initial medical or mental health assessment.

Essential workers are the backbone of Oregon’s communities, yet too many face low pay and unsafe conditions. In this session, we will prioritize fair wages and safe workplaces for all workers, especially Black, Brown, and women workers who are disproportionately affected. Key efforts include creating workforce standards boards to unite workers and employers for fair pay and respect and strengthening our behavioral health workforce. 


HB 2548 Farm Worker Standards Act. Farmworkers have been excluded from national labor protections. This bill establishes a board to ensure farmworkers have a seat at the table in setting farmworker-specific workplace standards. 


HB 2541 Expression of Milk Protections. This bill protects breaks for breastmilk expression for Peacetime and low-income farmworker women.

HB 3838/SB 1138 Home and Community-Based Services Workforce Standards Board. Oregon’s long-term and community-based care workers face unsustainable wages, and providers struggle with Medicaid reimbursement rates that fail to cover rising costs. This bill establishes a board for minimum working standards for in-home and community-based services workers. 

HB ​5025 Behavioral Health Workforce. Increase Oregon’s behavioral health workforce and recruit and retain diverse health care providers.


SB 426/HB 2254 Ending Wage Theft. This bill establishes joint liability between an owner and a direct contractor for unpaid wages and requires subcontractors to provide payroll records.

All Oregonians deserve to feel safe and valued, especially immigrants, refugees, and LGBTQ+ individuals. This session, we’re advancing programs that provide belonging and protection, including Universal Representation for immigrant legal services and strengthening the public defense system to uphold justice for all.


HB 2543 Universal Representation. When Oregonians have representation in immigration proceedings, families and communities are more stable and secure. Universal Representation provides free legal representation to immigrants and asylees, helps immigrants and refugees receive work authorizations and permits, and educates immigrants about their rights through skill-building workshops.


HB 3194 Humanitarian Crisis at Illegal Cannabis Operations. Workers are often unknowingly recruited into the illegal marijuana industry, where they face forced labor, violence, unpaid wages, and unsafe living conditions. LC 2072 proposes holding property owners accountable for unregistered, unsafe labor camp housing, removing the barrier requiring workers to seek injunctive relief, and revising the remedies section to incentivize compliance from camp operators and property owners. This bill requests 5 million dollars for the Cannabis Worker Resilience Partnership Grant.

HB 3004 Community Violence Prevention Programs OAC. Expanding the East Multnomah County Prevention Intervention program. 


East Multnomah County Prevention Intervention Program. EMOPI works to break cycles of gun & gang violence and build safer, healthier communities through safety plans, funeral support, and reentry services in the Parkrose, Centennial, David Douglas, Reynolds & Multnomah Service School Districts. 


HB 3193 Farmworker Disaster Relief Fund. Create a relief program to provide money to farm workers who have lost income due to disasters like droughts and heat waves.


Stabilizing transportation funding to maintain and improve roads, bridges, public transit, and bike paths. Outer East Portland is home to a disproportionate number of high crash corridors. I will advocate for sidewalk installations, upgrades to road infrastructure, and sensible urban planning to reduce risks and make transportation more accessible.

Oregonians have a right to clean water, air and access to clean natural environments.  Additionally, we must work to mitigate and adapt to the impacts of climate change.  We are tackling the effects of climate change, from wildfires to drought, and working to create safer, more resilient transportation infrastructure and communities.

HB 3039 Summer Learning Grant Program and Early Literacy Initiatives. Summer learning programs present unique learning opportunities for students and prevent “summer slip” caused by the months-long summer break. Early literacy initiatives have been instrumental in building the foundation for Oregon’s students' academic success.

Oregonians deserve safe, stable, and affordable homes. In this legislative session, we are tackling the housing crisis head-on by investing in homelessness prevention, emergency shelters, and affordable housing projects that build a stronger foundation for the future. Our priorities include:


Investing in homelessness prevention and emergency shelters. We must maintain adequate shelter beds statewide, continue re-housing efforts for families and individuals, and take proactive steps to prevent homelessness.


HB 3054 Rent Stability for Mobile Home Parks and Marinas. Many people living in manufactured and floating homes live on a fixed income and cannot afford rising rents that outpace their cost of living. It aims to protect homeowners living in parks or marinas experiencing rent increases and other requirements far exceeding what they can afford with income from pensions, social security, or modest wages.


SB 722 Rent Stability Fixes. Families and individuals should not be priced out of their homes by extreme rent increases. This bill prohibits residential landlords from using specific software to set rents or occupancy rates. 


Expanding affordable housing to increase supply and lower costs. In this session, I will be advocating for increased production of affordable housing and services to help low-income families and individuals access that housing.
