12th District Citizens:

As your citizen legislature works purely under 100% control of Presiding Officers, the vast majority of my part-time work during balance of the year will be helping district constituents access state agencies, addressing citizen issues before the legislature, and preparing needed technical fixes to bills for the next legislative session.  Sometimes we are able to help, depending upon the agency, and many times the bureaucrats will simply do nothing.

Unfortunately, in regards to the coronavirus situation, the Governor recieved an Oregon Supreme Court ruling giving her complete dictatorship powers.  Therefore, she has refused requsts for an Article 10 special session that would limit her powers, and rejected every suggestion to better respond including protecting the most vulnerable and keeping small businesses, churches, and even your home open safely.  Likewise, the majority has refused any bill from a rural legislators in thier two special sessions.  Therefore, we are in court but the Judges keep stalling any decisions that might counter the Governor's powers.  To be fair, the minority party legislators have for the most part refused all attempts to check the power of the Executive Branch.  Now we have a Peopleless legislative Session being conducted by the uniparty behind fences, closed doors, and in complete secrecy with little pretense of real public input under statutes or constitutions.  Unfortunately, the courts are no better at this time.

To follow the activity of the legislature or a particular issue in which  you are interested, I would urge you to utilize the Oregon Legislative Information system or OLIS.   You may track hearings, bills introduced by topic, search for individual bills, which committee to which  a bill has been assigned and its status.

On the links to the left side of this page you can find:sen at desk.jpg

By clicking on the links at the top of the page Bills/Laws you can follow the progress of a bill through the process of committee assignments, possible public hearings, work sessions, and a vote in the House or Senate. When looking up a bill the “pdf” version usually shows existing law, the proposed changes in bold, and proposed deletions in italics. Be careful not to confuse existing law with the proposals in a bill if you are looking at the text only version.

In the “Committee” link above, you will find the agendas for all the Committees showing which bills will be considered in each committee at the next scheduled meeting and how to testify.

Please email any comments on bills scheduled by the President and supermajoirty Chairs so we have your input.  And email the supermajority committee chairs your support or opposition along with the exhibit email address for the committee hearing the bill.  It is critical you provide us your full name and address in order to prioritize District constituent contacts versus the tons of robo calls,  spam emails, letters and correspondence that arrive to our office each Session.

Given the Legislature is paperless only limited contacts from constituents are retained so residing inside the 12th District is an important distinction when contacting your Senator.  As time permits, we will attempt to forward non-district emails to the appropriate representative.

Regards,

Brian J. Boquist
State Senator SD-12
